No, he didn’t come back after killing himself, his death is a permanent one. This shows how dangerous committing suicide can be, some the damage is irreversible.
Although at some point in the anime, his spirit did rose and appeared, he didn’t resurrect. it was just a a manifestation of his friends’ grief and guilt.
Personally, i believe that the death of Toji was necessary as it served as character development and plot progression. I believe it shows us how important it is to support mental health and the lasting impact of trauma.
